Strengthening the intelligence services protects
Jewish life and liberal democracy
Germany is structurally dependent on foreign intelligence services when it comes to preventing attacks on Jewish and Israeli targets. Documented cases from the years 2021 to 2025 demonstrate this deficit. The 2025 coalition agreement mandates a fundamental reform of the law governing the intelligence services. This position paper gives concrete shape to that mandate and formulates legally defined recommendations for action.
The protection of Jewish life and of the integrity of the state must no longer be outsourced to foreign partner services. Germany owes its citizens an independent, legally sound and effective capacity to protect them.
