Declaration of principles on antisemitism

At the beginning of July 2018 the WerteInitiative – jüdisch-deutsche Positionen e.V. published, as cooperation partner of the Jüdischen Forums für Demokratie und gegen Antisemitismus e.V. the „Declaration of Principles on Combating Antisemitism“. Dozens of Jewish organisations support it as first signatories; in the meantime a large number of individuals, members of the Bundestag and of state parliaments and other public figures have signed.

Five points towards a sustainable strategy

1. Take those affected seriously

Anyone who experiences antisemitism at first hand, for instance through insults, threats or violence, knows what is being talked about. It is time to include the experience of those affected appropriately in situation assessments.

2. Apply the IHRA working definition of »antisemitism«!

According to the working definition of „antisemitism“ of the International Holocaust Remembrance Alliance (IHRA), hostile attitudes up to and including hatred towards persons, institutions and organisations that are perceived as Jewish or as connected with Judaism are to be regarded as antisemitism. Beyond that, hostility towards the State of Israel as a Jewish collective can also be antisemitic.

3. Antisemitism attacks the entire free democratic polity

Engagement with antisemitism is the litmus test for German democracy after the Shoah. Antisemitism is always also an attack on the inviolability of human dignity as well as on the foundations of the free democratic polity.

4. Antisemitism is not just any form of discrimination

Antisemitism is often similar to other forms of hatred against groups, but not identical to them. No form of prejudice-motivated hatred and no discrimination is acceptable. In prevention and intervention against antisemitism, however, the particularities of the hostility towards Jews that has developed over centuries must be taken into account. Antisemitism cannot be successfully combated as a mere sub-category of racism. Least of all can antisemitism, racism and hostility towards Muslims simply be equated – even if these three forms of group-focused enmity are equally incompatible with human dignity as well as with human rights and therefore unacceptable.

5. For an enlightened-humanist and democratic culture of coexistence

The best protection against antisemitism is a culture of coexistence in keeping with the fundamental values of the free democratic polity. The free democratic polity is not held together by constitutional and legal texts alone. Its cohesion also lives from symbols, rituals and conventions in which the fundamental values and norms of liberal democracy find expression.

What must now be done

Engagement with antisemitism requires engagement with all of its manifestations, must take seriously the perspective, experiences and expertise of those affected in their own cause and at the same time repel antisemitism as an attack on the entire free democratic polity as such. As a yardstick for the cooperation of state bodies with non-state actors, the unreserved commitment to universal and indivisible human rights in the sense of the Grundgesetz and the EU Charter of Fundamental Rights, to the free democratic basic order and to the monopoly on the use of force of the secular constitutional state is to be applied consistently.

Demands

The Commissioner of the Federal Government for Jewish Life in Germany as well as all state and civil-society actors at federal and state level are called upon to do the following:

Engagement with all manifestations of antisemitism in the democracy-promotion programmes as well as in the evaluation of the funded measures and projects must be strengthened.
The experience of those affected by antisemitism is to be taken appropriately into account in situation assessments, in prevention work and in the promotion of democracy.
The state authorities of the Federation and the Länder as well as state-funded independent providers must require, as a binding funding criterion, an explicit statement against all forms of antisemitism – including antisemitic boycott campaigns (such as „Boycott, Divestment and Sanctions“/BDS) – in accordance with the IHRA working definition of „antisemitism“.
The ability to recognise and classify all manifestations of antisemitism (in accordance with the IHRA working definition) must be improved in the police and the judiciary, in schools and youth work as well as in refugee assistance and integration support.
Engagement with antisemitism must be shaped in such a way that it does justice to the fact that this is a phenomenon of group-focused enmity that is connected with other manifestations but is nonetheless a particular one, which all the same attacks the free democratic polity as a whole.
The willingness to contribute in this sense to a cross-group culture of social togetherness in the free democratic polity must be demanded as a central criterion for cooperation – not least where cooperation with religious and ideological communities and organisations and the establishment of public academic training institutions for Islamic theology are concerned.
In subject areas which – such as events on the financial markets or events in the Middle East – are in a particular way the object of antisemitic stereotyping and propaganda, factually appropriate sensitivity and care must be ensured in reporting and in the formulation of statements. This applies in particular to those responsible in the media as well as to the representatives of the free democratic polity of the Federal Republic of Germany.
