Hans-Peter Bartels, Parliamentary Commissioner for the Armed Forces of the Deutscher Bundestag, occupies a special position within the parliamentary system as the “advocate of the soldiers”. He is not an organ of the government. In the Grundgesetz he is described as an “auxiliary organ of parliament”.
In order to learn more about this ombudsman’s office, our chairman, Elio Adler, met him for a conversation. It was also about the various ways in which democracy can be strengthened and the channels through which citizens can enter into exchange with the state.
