Ban on Hezbollah activities in Germany

Hezbollah does not exist in Germany as a single association or as a “tangible” organisation. A large number of associations and actors, however, are regarded as close to it and thus support
a common “ideology”. A diffuse situation.

Best option: a ban on activities
A ban on activities can be based on the Vereinsgesetz (Law on Associations), provided that Hezbollah is regarded as an association within the meaning of the VereinsG whose aims and purposes are directed against the idea of
international understanding.

1. An association, within the meaning of public association law, is – irrespective of its legal form – any union of several natural or legal persons into an organisational
unit whose members have submitted themselves, for the purpose of their joint action, to a common organised process of forming a collective will. Unlike in civil law, the public-law concept of an association therefore does not depend on classification as an association in legal terms.
